In a couple of areas it's "with approval" like the League Management area which is for announcements and I think captain communication is also set so just the captains can post.
Although I did find this very, very fine print at the bottom of the forums that reads:
| All posts by anyone named Kert Upshaw must first be heavily monitored for content and censored as needed. |
